Scope of Services |

As the financial consultant, MFCI performs certain tasks which are common to any financing that a municipality undertakes. The financial advisory team represents municipalities in the planning, structuring and completing of its financing in a timely manner and under the most favorable interest rate and financing terms. Responsibilities that MFCI provides municipalities, but are not limited to, are:
· Undertake financial feasibility study of municipality's public finance project. · Assist in filing the State’s qualifying statement and filing the long form, if needed, to secure approval to issue bonds. · Provide final advice on structure with respect to security provisions, maturity schedules, amortization schedules, redemption provisions and credit enhancement. · Implementation of a comprehensive credit rating strategy appropriate to the financing. · Preparation of the Nearly Final Official Statement. · Assist the municipality in the selection of ancillary service providers, such as bond registrar. · Coordination of a financing timetable developed by us and approved by the municipality. · Make preliminary marketing contact with prospective bidders or large purchasers. · Review bids and take recommendations as to acceptance of low bid. · Prepare Final Official Statement. · Assist the municipality and other members of the financing team in the bond closing process, including attending the closing, if appropriate, and reviewing appropriate legal documents for conformity to the terms of the sale. · If needed, act as Dissemination Agent for annual continuing disclosure filings.

We have a staff with experience in all areas of the municipal finance industry. John R. Axe, the municipality’s project manager assigned to the municipality’s team, has significant experience with issuers at all levels of the governmental spectrum. He is an experienced communicator as well as experienced public finance professional.
