Leadership Team

  • Steven Burke, CFA has led MFCI since 2017 and is an experienced financial professional with over 15 years in the financial industry. Since joining MFCI, Steven has performed as lead financial advisor on over 100 municipal financing transactions. Previous to MFCI, he spent his career as a portfolio manager and analyst at institutional investment firms. His experience with both the buy and sell-side brings a unique, market-based perspective to MFCI clients. 

    He is a graduate of Virginia Tech with a Bachelor of Science in Business, Finance. Mr. Burke is a Chartered Financial Analyst (CFA) Charterholder. The Charter demonstrates his financial expertise and commitment to upholding the highest degree of accountability and ethical practice. Mr. Burke is also a member of the National Association of Municipal Advisors (NAMA), CFA Society of Detroit, and Michigan Government Finance Officers Association (MGFOA). 

  • Warren M. Creamer has over thirty years of Michigan municipal finance experience. Warren’s deep Michigan experience with counties, cities, townships, and their authorities include: general obligation and dedicated tax bonds, water, sewer and electric revenue bonds, pension and OPEB bonds and various development and tax increment supported bonds, along with monitoring existing debt for refundings. Prior to joining MFCI, LLC, he was a Managing Director at Baird, a firm principal of Hutchinson, Shockey, Erley & Co., and also worked at Van Kampen Merritt and First of Michigan Corporation.

  • Stacey Mills has over twenty years of municipal finance experience. She is primarily responsible for transaction management, from the “kick-off meeting” to closing wires, assisting in required approvals from the State Treasury Department, and preparation of Official Statements. Stacey also facilitates the credit enhancement process, establishes the pricing timeline, and assists issuers with continuing disclosure filings with EMMA. Before joining MFCI, she spent over twenty years at Baird.

  • Karen J. Attardo joined MFCI in 2022, focusing on financial analysis, operations, and compliance. Karen is a licensed member of the State Bar of Michigan and has 15 years of public service and operational management experience at the US Department of Homeland Security and the US International Trade Commission.

    Karen is a recipient of the Secretary of Homeland Security’s Exceptional Service Gold Medal Award and a 2018 Partnership for Public Service Excellence in Government Senior Fellow.
